How Ukrainian Environmental Law Is Structured

The Law of Ukraine "On Environmental Protection" establishes core principles, rights, duties, and liability. It is supplemented by the Water and Land Codes and laws on atmospheric air, waste, environmental impact assessment, strategic environmental assessment, protected areas, and other sectoral matters. Secondary legislation sets application forms, permit procedures, measurement methodologies, registers, and reporting rules. Because the framework changes regularly, businesses should use current versions in the official parliamentary database rather than old document templates.

Start with an Inventory of Assets and Impacts

The same economic activity may create different obligations at different sites. Location near a river, sanitary-protection zone, forest, Emerald Network site, or protected territory can change project requirements — a location-specific legal review should take place before land acquisition.

Organising Internal Compliance

The obligation register should include the legal rule, asset, permit, condition, metric, deadline, responsible person, evidence, and consequence of non-compliance. A separate calendar tracks reports, monitoring, contract expiry, permit amendments, and future legislative dates. Legal, environmental, technical, finance, and procurement functions need to cooperate — an environmental specialist cannot control a technology or supplier change if production and procurement do not communicate the event. An operator should be inspection-ready: current permits, approved instructions, measurement records, logs, and a corrective-action plan.
